I just went to the PDM on Adam's Apple Blvd (Postal 8167) and was able to load in just fine.
If you're still having issues, Here's a few things I'd suggest to help.
1.) Check your Extended Texture Budget (ETB):
- Step 1: Go to Settings ---> Graphics
- Step 2: Use your arrow keys to scroll down to "Extended Texture Budget"
- Step 3: Make sure your ETB is not all the way down and make sure that you "Video Memory" is still in the green, yellow and red means you're putting extra strain on your graphics card that you don't need to be. (See attached Screenshot)
2.) If your ETB is not the issue, then you may want to clear your FiveM Cache
